Plans for former Earlsmoor nursing home near Singleton Park are rejected by Welsh Government inspector

PLANS to turn a former Brynmill nursing home into student accomm- odation have been turned down by the Welsh Government.

An application to develop the former Earlsmoor Nursing Home into a 75-bed property was rejected by Swansea Council in July after councillors agreed a no-car rule would be unenforceable.

The proposed scheme for the property next to Singleton Park, on the corner of Bryn Road and Brynmill Lane, involved demolishing the building and replacing it with student flats.

Local residents voiced concerns, particularly over the issue of increased parking in already busy streets.

The rejection of the plans prompted the developer to appeal to the Welsh Government — but an inspector appointed by it has now also rejected the proposal.

Uplands councillor John Bayliss said: "This is a victory for the residents and Uplands councillors are really, really pleased.

''It shows local democracy still has a big say in what happens in local communities.

"We managed to convince the planning committee that it was a bad decision, and they have backed down."

The original application had included a condition that anyone wanting to rent one of the flats would have to sign an agreement saying they would not keep a car within three miles of the flats.

Council officers had recommended the original application for approval, saying any students who signed an agreement not to keep any motor vehicle within three miles of the property would be pursued through the courts if they did not comply.

But it was rejected when it went before the council's development control committee.

Dismissing the appeal, the inspector concluded the three-mile parking condition could not, even as part of a tenancy agreement, be satisfactorily implemented and enforced.

    Councillor Bayliss needs to be careful when he speaks about a victory for democracy. It didn't help the communities surrounding Mynydd y Gwair.
