HYWEL Dda Health Board members have said they are "disappointed and surprised" following reports the Community Health Council has decided to refer plans for the future of health services to Health Minister Lesley Griffiths.
The decision comes following several meetings between the watchdog and the board after the proposals were approved by Hywel Dda last month.
A spokeswoman for the health board said: "We are disappointed and surprised by this referral since we have had a series of constructive meetings with the CHC over the last three weeks and they had not informed us of their decision to refer.
"We are awaiting further instructions from the Welsh Government and therefore it would be inappropriate to comment further at this time."
The controversial plans include axeing Prince Philip Hospital's A&E department and replacing it with a nurse-led urgent care centre and 24-hour medical admissions unit.
A Welsh Government spokeswoman said a scrutiny panel would advise Mrs Griffiths in her decision.
"The minister will now consider the referral from Hywel Dda Community Health Council and will make a decision in due course," she said.
